Is it possible to configure cqrlog like this:
- cqrlog installed on RPI,
- start and run cqrlog via VNC from Windows 10 computer,
- usb CAT and usb K1EL winkeyer connected to usb ports on Windows computer.
or it is just my dream?

Unless you use Hamlib keyer. Then you can run rigctld at Windows side and connect RPi's cqrlog to that via tcp.
Otherwise your CW type and CW macros do not work from RPi.
Or If you find program that can transfer USB via TCP. It must work on both sides RPi and Win. I think VNC cant do that.
