It looks like dData.pas correctly finds the library and passes it to the fpc mysql module but it "forgets" where it's located and looks everywhere but where it actually is...

Look my earlier post. This is Fedora 27 bug...

Saku,
I am assuming this bugfix has not been fixed by/for mariadb yet?
Disappointing... I waited on upgrading to 27 based on https://www.cqrlog.com/node/1915, thought a month would be enough time to have the bugfix released.
Was going to install CQRLog this week, will bookmark that link and try that work-around if needed.
Hope the bugfix is released soon.
Thanks,

I agree that the mariadb package is messed up, but if cqrlog can find the library and pass the actual location it to the mysql fpc module, why can't it find it that way instead of relying on searching for it in the LD path?
There are apparently multiple problems with the package and while the update in updates-testing fixes the cqrlog problem it creates others so it will not be pushed to stable. There is a new update of 10.2.11 working its way through.
KF5OIM,
I'm not familiar with package tracking process.
How/where are you following the updates?
I tried some google-fu and found this: https://bodhi.fedoraproject.org/updates/FEDORA-2017-7b83201239
but wondered if there was a better method or location?
Thanks,

KF5OIM,
Should have also mentioned I found this, which may have been the more current link: https://bodhi.fedoraproject.org/updates/FEDORA-2017-ba7e224290
but original question still applies (fmi).
Thanks,

There is a new build which has not been added to an update yet:
https://koji.fedoraproject.org/koji/buildinfo?buildID=1008529
The tag shows updates-testing-candidate which means it hasn't been added to a bodhi update.
