Do you have libssl-devel package installed? https://www.cqrlog.com/comment/8202#comment-8202
Most likely your upgrade has not libssl-devel. That has caused -2 errors reported here before.

I INSTALLED LIBSSL-DEVEL PACKAGE AND IT WAS ALREADY THERE. I REBOOTED AND TESTED LOTW UPLOAD AND STILL GOT THE -2 ERROR.
THE NEXT EVENING AFTER SHUTTING DOWN THE COMPUTER OVERNIGHT, IT WORKED FINE ON NEXT ATTEMPTED LOTW UPLOAD. IT HAS WORKED FINE FOR THREE DAYS NOW. MAYBE A SHUTDOWN DID SOMETHING A REBOOT DID NOT? THANKS FOR THE HELP.
