1) launching the program ...

- Hardware works fine with same radios (Elecraft K3 and Ten Tec Orion 1) using the exact same cabling, just booting into Windows (Win 7 32 bit) running a number of Windows ham software
- hence I am inclined to believe that it must be something in the OS
