LOTW access is broken on the Debian Testing distribution, and probably any other distribution which is running the latest version of OpenSSL.
The LOTW dialog displays the following error message:
NOT logged
Error: 0
Error: Network subsystem is unusable
Error: ssl_openssl
The same problem affects Clublog uploads as well because they also use OpenSSL.

I can confirm this bug - a workaround is rolling back and pinning to an earlier version of libssl-dev (try the one from stable). Looks like cqrlog needs to be built against a newer openssl version for debian stretch.

I've tried rebuilding against the newer version of OpenSSL and it still fails. So I have to assume that the API has changed some how and that actual code changes in cqrlog (or maybe Lazarus or FP) are required.
I actually recompiled CQRlog 2.4.0 for Raspbian and sent it to Petr, this was weeks ago and he has not posted it. I can share a link to it, if you would like. this is for Jessie and not stretch,

Petr has been working on it and has a new version almost ready for release. In the mean time I have been testing for him and can confirm that the new version works. It was required to lock cqrlog to the 1.0.x version of OpenSSL due to them changing the API without updating the SOname of the library (which is something you should *never* do).
btw - I am the package maintainer for cqrlog in Debian.
